Deliberation of May 16, 1854:

"A quite unforeseen and unexpected liberality fell upon our commune, or at least part of the commune of Antignac. (Below is the copy of the will).

The vague and somewhat ambiguous drafting of this document has something to be desired. In spite of what the will gives to understand or what the legator thought, there is no presbytery in la Monselie which, as you all know, is nothing but a small village made up of some scattered houses. One cannot therefore reasonably think that the legacy addresses this small village. It seems obvious that the commune moral body is the actual legatee with the obligation to undertake the constructions intended for la Monselie. One cannot understand differently the form of the will. Although the construction of the church of la Monselie has been started without the administration being consulted, we do not have to bother about the irregularities in this way of proceeding, still we have to report them to the administration that will dictate their decision.

For the moment, we just need to fill in the formalities, etc...

Let me give you a simple outline of the topography of the commune of Antignac. Its population amounts to 1899 souls. In addition to the parish church that stands at the center of the commune, Antignac has another church in Salsignac and a third one, known as the church of the Rocher. This number is superfluous for a small rural district. It is true to say that the holy service is celebrated in the churches of Salsignac and of the Rocher on patronal feasts only and that no priest is especially appointed there.

.... the council will give their support for the delivery of the legacy when the formalities are filled in.

 

Deliberation of June 9, 1854:

The council accepts the legacy of widow DUTHU, for the construction of a church, a presbytery and a school at the village of la Monselie under the following conditions:

Once the above constructions are finished under the local government supervision, the proceeds or the funds of this liberality must become a financial resource for the whole commune:

  1. To repair our three churches which need important repairs, in particular the parish church of Antignac
  2. To build a communal house in Antignac, which becomes urgent
  3. Should the section separate from the commune, the latter would reserve the right to have a share of this liberality.

Note : Antignac requirements are becoming increasingly unfair and inordinate.

 

Deliberation of June 18, 1854:

The council accepts by a majority the legacy of widow DUTHU to the commune of Antignac for the construction of a church, a presbytery and a school in la Monselie, under the reserve of a life annuity of 300 franc for the establishment of a charity house in Antignac for the poor or other similar purposes. The annuity would be given every year to the town council who will be charge of supervising its use.

Nine members forming the majority signed, and seven refused to sign as they are opposed to the reserve of 300 francs proposed by the majority of the council.

Note: those seven member include the honest section and the council of Muradès.

In the meantime, the news is spread that there is a settlement project between Mrs DUTHU’s heirs on one hand and Father François Noël, priest of Chaillot and the trustees of la Monselie on the other hand.

In this settlement project, the heirs are requested to pay 120.00 francs plus the past due interests.

The prefecture of Mauriac called an advisory committee of three lawyers to know if the settlement was in favor of the interests of the section, and if the use of the legacy was to be supervised by the civil administration.

This committee answered negatively to the first question and positively to the second.
